
In 1984, a flood caused the overflow of Mingo Creek and the vast majority of a privately owned trailer park (Holiday Park) was under water. The Storm Water Management Department purchased the property with the original intention of making a public park out of it. In 1986, Lieutenant Bill Wells and Sergeant Ollie Harris went to Storm Water Management and requested that the property be given to the police department for driver training. They agreed and turned Holiday Park over to the police department at no cost. In 1999, $325,000 from a third-penny sales tax was used to build a 100 x 300 foot skid pad. In addition, a building was built which currently houses Tulsa Safety Control Personnel. Holiday Park has evolved from flooded property to one of the most advanced driving facilities in Oklahoma. Hundreds of city employees utilize the facility located at 10759 East Admiral Place to train each year in driving.
