Osceola County Deputy Ron Kelley

Ron Kelley has been in law enforcement since 1978.  He is currently a Training Coordinator and the Senior Driving Instructor for the Osceola County Sheriff’s Office in Kissimmee, Florida, where he has been employed for the last 20 years.  In 1991, Ron attended the Police Motorcycle Instructor’s course at I.P.T.M. in Jacksonville, FL, and has been involved in Emergency Vehicle Operations ever since.  Ron has also served as an adjunct instructor for Police Motorcycle instructors with I.P.T.M and attended the Florida Department of Law Enforcement Driver Instructor course in 2000.  He became the lead driving instructor for his agency in 2001 and attended advanced driving instructor schools for Emergency Vehicle Pursuits in 2001 & 2002.

In 2002, Ron developed a scenario based pursuit driving and management training course and, under a mutual aid agreement, trained his agency and the Polk County Sheriff’s Office.  In recognition of the development and presentation of this 20 day, 10 hour training program, Ron was awarded the Administration Award of Excellence by his agency.   This training reoccurs every two years and in 2006 Ron was awarded the Employee of the Month in February, 2007, for the revised Pursuit Training.  Ron took an aggressive approach to instructing deputies and officers by simulating real life road conditions and speeds in their revised 8 hour Daily and Emergency Vehicle Operations training.  A recent study of agency crashes has shown that at-fault and not at-fault crashes have significantly reduced in occurrences, cost and injuries after Ron became the Senior Driving Instructor.

Also, Ron is an instructor for the Criminal Justice Academy of Osceola in Kissimmee, Florida. There he instructs the general law enforcement subjects, emergency vehicle operations and firearms to new cadets.  Ron has served as a consultant and expert witness on several pursuit litigations against law enforcement and has presented training to other agencies in the United States.

Ron also serves as a chairperson for the Florida Sheriff’s Association and their Teen Driver Challenge.  A 12 hour driver training program for teenagers which is divided into a 4 hour classroom and an 8 hour driver training experience with an EVO instructor on board, encompassing the dynamics of a vehicle and crash avoidance exercises.

Ron’s Emergency Vehicle Operations began at the age of 15 years old.  His father owned and operated a Funeral Home with ambulance service, where he was trained by his father John P. Kelley, Sr. and older brother John P. Kelley, Jr. in Cadillac hearses that were also converted into ambulances.  Ron has a passion for reducing vehicular crashes and the related deaths on our highways.

Deputy Ron Kelley has dedicated his career to the safety of officers and the public.  His passion for driver training for the police and teenagers should be modeled by all.  In 2007, Ron was named Deputy of the Year by the Osceola County Sheriff’s Office.  A well deserving honor for a man that has dedicated his life and career helping others.

Ron is available for teaching and consultations and has been a great asset to the Police Driving site.
