Basic Emergency Vehicle Operations

This course is a modified emergency vehicle operations lesson plan from the Peace Officer Basic Training Curriculum Driving Unit. In a classroom setting, the student will learn Non-Emergency/Emergency and Pursuit driving theory. The student will also learn the required driving skills taught in the Basic Academy practical exercises. The course is offered to those who did not have driving as a part of their basic program or to students who wish to refresh skills or have had driving difficulties. Outside exercises may require foul weather equipment. Students should bring current copies of their Department Pursuit and Emergency Response Policy.

Note: Vehicles for practical exercises will be provided. Helmets will be provided. However students may bring their own DOT certified helmet if desired.

Basic Academy Driving Instructor

This five-day course is designed to provide the student with the skills necessary to teach the Driving Unit in the peace officer basic training curriculum. Liability issues and other relevant topics will be discussed in a classroom setting. There is extensive practical application of driving techniques to enable the student to demonstrate competency in driving skills and to instruct others in these techniques. Students will be required to assist with instructing a Basic Emergency Vehicle Operations Course during the last three days of class. Night exercises are possible. Vehicles will be provided. It is recommended that each student successfully complete a basic emergency vehicle operations course within the previous five years.

Techniques for handling in-service and problem drivers will be covered.

Note: Students are outside on the driving course regardless of the weather. Foul weather and hot weather equipment is recommended. Students are required to bring a copy of their department emergency response and pursuit policy.

Prerequisites: Completion of an Instructor Skills course is required of students wishing to teach this unit in an Ohio Peace Officer Basic Academy, but is not required for attendance in this course. Helmets will be provided. However students may bring their own DOT certified helmet if desired.

Tactical Driving

This advanced five-day course is dedicated to providing students with the knowledge, skills and behaviors unique to the emergency response situation. Students will be trained and tested on numerous steering and braking applications, line-of-travel driving, cornering methods, route selection considerations, etc. Additionally, students are trained in legal aspects of law enforcement driving along with the human factors involved in responding to emergencies. The student will participate in actual pursuit driving scenarios.

Nighttime driving exercises are required, usually scheduled for the fourth day of class. The student will use an OPOTA police vehicle that is equipped with added safety features to perform dynamic and advanced practical exercises. Students may be asked to assist with movement and placement of cones and events. Foul weather and hot weather equipment is recommended. All students should bring a copy of their departmental Pursuit and Emergency Response Policy.

This course is not recommended for remedial or corrective driving students.

It is recommended that all attendees be in good physical condition. Helmets will be provided, however students may bring their own DOT certified helmet if desired.

Tactical Driving – Instructor

This advanced two-week course provides student instructors with the ability and knowledge necessary to instruct others in the skills and behaviors unique to emergency response situations. Students are trained and tested on numerous steering and braking applications, line-of-sight driving, cornering methods and route selection considerations and are required to act as instructors during a basic tactical driving course scheduled for the second week of class. Additionally, students are trained in legal aspects of law enforcement driving along with the human factors involved in responding to emergencies. Students participate in actual pursuit driving scenarios. Nighttime driving exercises are required and are usually scheduled for the fourth day of each week of class. Students use an OPOTA police vehicle equipped with added safety features to perform aggressive and advanced practical exercises. Students are asked to assist with movement and placement of cones and events. Foul weather and hot weather equipment is recommended. All students should bring a copy of their departmental pursuit and emergency response policy.

Note: This course is not recommended for remedial or corrective driving students. It is recommended that all attendees be in good physical condition. Students find it helpful if they have previously attended an instructor skills course. Attendance in an emergency vehicle operations course within the past three years also proves helpful. Helmets are provided, however students may bring their own DOT-certified helmet if desired.

Emergency Vehicle Operations for the Field Training Officer

This course is designed to provide the currently certified field training officer with the necessary information to assist new officer trainees with the challenges of emergency driving. Current legal issues will be covered, along with pursuit and emergency response theory. The student will learn Vehicle dynamics, use of the police radio, physiological and psychological issues involved in police driving. Techniques needed to recognize, evaluate, and correct driving errors are the focus of the curriculum. The student will be required to drive and act as coaches during practical driving event scenarios using OPOTA vehicles.

Note: Students should bring copies of their departmental FTO manual and pursuit/emergency response policies. Helmets will be provided. However students may bring their own DOT certified helmet if desired.

Pursuit Termination Techniques

This 2-day course is dedicated to providing students with the knowledge and skills necessary for successful termination of a vehicle pursuit. The students will receive classroom and practical hands on training in the use of Precision Immobilization Techniques (PIT), Tire deflation Devices, pursuit intervention techniques, channeling and moving/stationary roadblocks. Legal and liability issues will also be addressed. Specially equipped OPOTA (Ohio Peace Officer Training Academy) training vehicles will be used.

Special Concerns: Students are to bring foul weather gear and a duty belt. This course requires that students engage in moderate physical activity including but not limited to brief running, lifting and throwing. It is recommended that students are proficient drivers prior to course enrollment and are in good physical condition. Helmets will be provided, however students may bring their own DOT certified helmet if desired.

Pursuit Termination Techniques – Instructor

This 3-day course is dedicated to providing students with the knowledge and skills necessary for teaching others the successful termination of a vehicle pursuit. The students will receive classroom and practical hands on training in the use of Precision Immobilization Techniques (PIT), Tire deflation Devices, pursuit intervention techniques, channeling and moving/stationary roadblocks from the perspective of a trainer. Legal and liability issues will be addressed. Specially equipped OPOTA (Ohio Peace Officer Training Academy) training vehicles will be used. Termination Techniques Course scheduled over the last two days of this program.

Note: It is recommended that attendees complete a two-day Pursuit Termination Techniques course prior to enrollment.

Dispatching for Emergency Response and Pursuit

This one day course provides law enforcement dispatchers with the knowledge and skills necessary for communicating during an emergency response or pursuit situation. Classroom instruction, video/audio critique and roll play exercises concerning situational stress, information necessity and communication techniques will be followed by on track in-car demonstrations. This will provide dispatchers a perspective from inside the cruiser. Dispatchers will also have the opportunity to drive a simulated response and pursuit using state of the art simulators. The day of training will culminate with realistic dispatch scenarios. Dispatchers will handle communications for Mock chases as they are actually taking place on the driving facility. Since this class takes place in conjunction with the Tactical Driving Course.

This is an afternoon course starting at 1:00 PM and dismissing at 10:00 PM.

Emergency Vehicle Response and Pursuit Driving “Making Good Decisions” (Simulator)

This one-day course uses state of the art driving simulators to place the student in several virtual world-driving scenarios. During each scenario, the student’s ability to evaluate all factors involved and choose the appropriate driving response will be challenged. Studies have shown that crashes involving police vehicles occur at times because of poor decisions made under stress. The use of these simulators allow introduction of crowded streets and pedestrians in practical driving scenarios in a safe virtual environment. Legal issues and vehicle handling techniques will also be discussed in a classroom setting.

Vehicle Response and Firearms Encounters (Simulator)

This two-day course is designed to provide the student with a unique learning environment. State of the art driving and firearms simulators will be used to challenge the student’s ability to make decisions under the stress created by realistic virtual world scenarios. By training in this way, scenarios can be performed that would otherwise be too dangerous if attempted behind the wheel of an actual vehicle, or with live fire. Virtual urban streets and innocent by-standers can be introduced as part of the environment with no danger of injury. Classroom theory concerning vehicle handling, legal issues and use of force will be conducted.

Principle Protection Level I

This five-day course will cover personal protection for principals/ dignitaries and executives. Students will conduct threat assessments and develop an operational plan for the movement of principals (including advance and route planning). Information will include: ambush-counter techniques, bomb searches, and protective formations in both pedestrian and vehicular movements. A portion of the material will be presented from the viewpoint of the protection team. This will assist the student-officer should he/she have to function in the role of dignitary/principal protector, as well as improve the relationship between law enforcement officers and protection personnel during visits of dignitaries with protection teams.

Students will use simulators and be placed behind the wheel of OPOTA provided vehicles for techniques such as “J Turns”, “Bootleg Turns”. “Vehicle Cross Blocks” and “Offensive Escape Ramming”. Note: It is highly recommended that students be in good physical condition for attendance. Helmets will be provided, but students may bring a DOT certified helmet of their own if desired. Eye protection will also be needed. Students should bring comfortable tactical clothing and business attire along with holster gear for each.
